Transforming Dominica’s transport sector

The proposed activity is aimed at the rapid transformation of Dominica toward electric mobility. It plans to mass deploy the usage of electric vehicles including road-based vehicles as well as electric and hydrogen-powered vessels. To this end, only electric vehicles shall be imported from 2025 onwards.

Supporting Dominica in the implementation of its climate targets

Dominica’s NDC focuses on achieving 100% renewable electricity generation by 2030 and does not include the electrification of vehicles. The baseline situation thus implies the continued purchase and use of fossil-powered vehicles, which currently represent the financially most attractive and the lowest-risk option. Proceeds from the sale of ITMOs make it possible to reduce electric vehicle leasing rates, making such vehicles cost-competitive compared to combustion vehicles. The activity thus complements Dominica’s existing national climate policies and raises the country’s ambition in the fight against anthropogenic climate change.  

Contributing to a sustainable development pathway

The activity further creates significant sustainable development co-benefits by reducing air and water pollution – this improvement in environmental quality lowers the risk of respiratory diseases. 

An innovative business model

Electricity will be generated through geothermal energy and solar PV. The sale of ITMOs reduces the financing costs for electric vehicles and makes them competitive with combustion vehicles. The National Credit Cooperative of Dominica offers loans to private individuals and companies for the purchase of electric vehicles. The activity further establishes a decentralised public charging infrastructure. During the initial phase the activity has a partial capitalisation from the Green Climate Fund.
